  1. Predicting - between the Need and Inability

    The desire to predict the future probably has its source in the pursuit of the sense of security. The necessity of having ideas about the future manifests itself also nowadays. Such needs are felt by individuals, enterprises, cities, regions and states. Such knowledge is also needed in the world on a global scale: that otherwise is perhaps the most important, but also the most difficult to imagine. In the paper, general theoretical considerations are presented. First, attention is paid to the most important problems of the modern world, concerning which we should have more or less certain ideas about their manifestations in the near and more distant future. Next, various ways of prediction, including futurological forecasting and its methods will be recalled. The most important, however, is the question of the causes of failure of most forecasts and the disappointments they entail. Those are due, among other things, to the complexity of social life, the multiplicity of causative factors and the existence of probably unpredictable mental phenomena such as human attitudes, values and ideas.
  2. Economics Today - Economics Tomorrow

    We can observe a very interesting and animated discussion on the condition of economics from the very beginning of the last world crisis. Th e paper as an element of these discussions has two goals. Th e fi rst goal is to present the main elements of methodological debate on economics. Th e second objective is to present a vision of changes that are necessary to make economics more appropriable to modern social demands. On one the hand the author does not accept the idea of a crisis of economics in the sense of total failure especially of mainstream economics. On the other hand the author believes that economics is in crisis in the sense of Th omas Kuhn's idea of the scientifi c revolution.
  3. Previdism In Science and Previdism about Science

    Predicting treated in the context of scientifi c products and scientifi c activity in a broad sense is a complex and multidimentional phenomenon. Firstly, it can refer to scientifi c products (e.g. laws and theories) as well as to science understood as a given type of social activity. Secondly, the idea of prediction should be analysed as temporary and not referring only to the future (future imperfect phenomena) but with respect to the past (postgnosis, retrodiction) and present (diagnosis) phenomena. Thirdly, due to span criteria, science related predictions can be divided into detailed ones, referring to scientifi c products and general ones.
  4. The Changes of Provident Thinking as a Regulative Idea in the Sciences

    The paper touches upon the situation of previdism thinking in the social sciences (especially in sociology). The changes of provident thinking as a regulative idea in the sciences from naturalism to antinaturalism have been presented. The main goal of paper is to present a new modern functional form of previdism, predictions and prognosis in the social sciences, which is connected with the process of redefining the social roles of the social sciences in society, and the process of the marketization of the world of science including changes of visions within scientific establishments.
  5. Fiscal Instability and Demographical Challenges in Poland

    In the paper the connection between future demographic changes and the situation of public finances in the medium and long term has been pointed out. It was stressed that ensuring fiscal stability is now a condition for the realization of one of the principles of sustainable development - the principle of intergenerational justice. Theoretical considerations are presented in the first part of the study, which are supplemented by an analysis of the lack of fiscal stability in the period 2000-2015, as well as the projected demographic changes in Poland by 2060. The resulting consequences in the future are also presented. In this study information from the Ministry of Finance were also used, as well as data from the Central Statistical Office and publications of the European Commission: The 2015 Ageing Report and the Fiscal Sustainability Report 2015.
  6. The Main Problems of Housing for Indigent Households in Poland and the Changes Perspective

    The paper discusses the main issues of housing for indigent households in Poland, and the possibility of changes. On the basis of national research the paper shows the possibility of solutions of parts of the difficulties, such as the shortage of social housing, the lack of a legal title to rented housing, or the excessive backlog of charges for the use of residential premises. Based on the best proven practices from different cities the paper discusses the chances of development in social housing.
  7. State Intervention on the Housing Market - a Few Remarks on the Commercialization of Social Housing

    Until recently, state intervention and the "invisible hand of the market" were perceived as antagonistic notions, yet today they appear to be acting as complementary mechanisms. Currently, most European governments support the development of the social housing market not only through own state-driven housing programs, but also by promoting and subsidizing market mechanisms. An increasingly popular solution among European countries is the use of commercial housing stock and market techniques to solve the housing problems of destitute households. The commercialization of public tasks within housing does not mean, however, that the state can withdraw completely from regulating it. In the paper, factors which justify state intervention in the sphere of housing are explored, as well as the objectives and the consequences of such actions. The author also presents new trends in the market regulation of social housing, and discusses the shape of state intervention on the relevant area in the future.
  8. New Images of Old Age towards the Further Aging Population Process

    The aim of this paper is to examine the adequacy of current mainstream criteria, and dimensions of old age studies in the view of the possible future further aging population process. The populations of highly developed countries are in the middle of aging processes. Demographic predictions indicate the significant growth of senior citizens among western societies in next decades. At the same time fertility rates will fall and average life expectancy will rise. The median age in Poland in 2014 was 39.4, while the prognosis for 2050 anticipates value of 52 [GUS 2014, 2015]. The population ageing process in Polish society will be one of the fastest among current EU members states [Mossakowska, Więcek i Błędowski 2012]. The social, demographical, economic and technological changes lead us to the urgent need to open up a discussion on how to redefine old age in very basic dimensions.
  9. A Forecast of the Demand for Places in Social Care Homes in the Greater Poland Voivodeship and Key Conditions for Meeting Needs

    An aging society, which is caused by the lengthening of the average human life span as well as lower birth rate, determines the development of a long-term care system. With age, elderly people are struggling with their daily activities. Over time assistance received from families or local communities may be insufficient, which can lead to directing a dependent person to an all-day care institution. Social care homes are a form of institutional support. These homes are dedicated for those, who lack the necessary help and assistance in their dwelling-places. These institutions are providing help, support, elicitation and rehabilitation to, inter alia, elderly people. An estimated number of social care home residents, who are over 75 years old, indicate that a demand for places in these homes will grow in the coming years. An increased requirement for places in all-day care institutions will become a significant financial burden for local government units. A growing number of people needing institutional help should result in an increase in the number of places in existing social care homes or building new ones. The above rationale constitutes a starting point for a debate on the future founding of benefits for elderly and/or dependent people.
  10. A Prediction of Cyclical Fluctuations in Economic Variables as a Challeng for Contemporary Economics

    The aim of this paper is to identify the mechanisms of cyclical fluctuations in economic variables from the perspective of contemporary economics and evaluate their predictive capabilities. The paper has stressed the substantial research achievements of contemporary mainstream economics in terms of cyclical fluctuations in economic variables. The stochastic conception of fluctuations should be the dominant recognition in contemporary mainstream economics. After the supply or demand shock, an economy returns to equilibrium - usually in an expiring way until it is interrupted by another shock. Continuous shocks make it impossible to achieve a steady state in an economy. Possibilities to identify the moment of the supply or demand shock are really limited; however the mechanism of cyclical fluctuations in economic variables is well recognized.
  11. Forecasting the Tendencies of Socio-Economic Development in Poland on the Basis of the Level of Income Inequalities Using the VAR Model

    Recently, there has been observed intensified considerations on socioeconomic development and its relationship with income inequalities in Poland. There exists also a need to forecast the tendencies further. The scientific problem of the paper concerns the possibilities to predict socio-economic development on the basis of the level of income inequalities in Poland. The aim of the research in the paper is to propose using the VAR model that could be a basis for predictions in that scope. A model was estimated using data for the years 2004-2014. Socio-economic development was forecasted for the years 2015-2017.
  12. The Validity of Public Opinion Research on Future Technologies

    More and more public opinion research is being conducted on future technologies and their multidimensional effects. The main aim of this paper is to answer the question: what is the validity of such research from a theoretical and practical point of view? Furthermore, the paper addresses the limitations associated with the orientation of such research for the future, as well as the interaction between society and technology. The main conclusion of this paper is that public opinion research on future technologies fulfis the main objectives of sociology as a science by replying to the following questions: what will future society look like and how to indicate its proper direction. However, public opinion research is not sufficient. It is recommended to make use of other social sciences oriented to the future. We appeal for further sociological research on emerging technology and society, before the "black box" becomes closed.
